EUCIP was developed by CEPIS who decided to launch in 1999 a program of certification of the European ICT skills deemed essential to practice as a specialist ICT. In Italy, the program is officially delegated to AICA.
CINI, according to the agreements with AICA, launched in 2004, is the only certifying body in the university world, through its offices at the concerned universities.
The plan is for all college students and recent graduates directed to achieve the EUCIP certification  with special prices. The certification process is handled by a network of Centers of Competence selected and coordinated by CINI and accredited by AICA.
The agreement led to the development by CINI of content specific training for EUCIP Core and IT Administrator to facilitate an education of quality at the disposal of all the universities participating in the project.
CINI AICA also participates together with the future development of the EUCIP program, and in particular CINI has helped to enrich the basis of the examination questions.
The Core Level provides students with a solid foundation for all kinds of work related to ICT. Core level gives a broad knowledge of the fundamental aspects of IT by requiring a commitment of approximately 400 hours of study. Each student must pass all three modules (Plan, Build, Operate) for certification Core which is the mandatory level of EUCIP program for ICT professionals; to overcoming the three exams required certificate is issued (EUCIP core level certificate).
The tests to pass are:
    Plan - Operation and management of information systems. It is oriented analysis of requirements in the ICT field and the planning of the use of the same technology within organizations. It is an area related to business processes and the definition of the business needs in the ICT framed in a strategic perspective. Important elements within this area are for example the notions of organization, return on investment, process analysis, financing, risk, planning, etc.
     
    Build - Acquisition, development and implementation of information systems. It includes processes of specification, development and acquisition of ICT systems. The central hub of the area consists of the aspects of the development of information systems, implementation, integration and overall lifecycle.
     
    Operate - Operations and support of information systems. Covers the installation, supervision and maintenance of computer systems. It includes aspects such as systems integration, network management, the management of updates and enhancements, user support etc.
